The seminar aims to explore the strategic role of public procurement in the transition to climate neutrality. The meeting will build on the results of research and experimental implementations of the Innovation Procurement tool conducted within the Horizon Europe Climaborough project in eight European pilot-cities. The seminar will illustrate the state of
the art in integrating climate considerations into proposals evaluation processes. It will highlight both recent progress in incorporating additional requirements and evaluation criteria, as well as persistent methodological gaps and political barriers.
The evolution of European directives since the publication of document COM(2008)400 on Green Public Procurement, as well as the development of operational tools for proposals selection, will be focal points of this discussion. Case studies from the City of Turin and the Lombardy Region will be presented to share two direct experiences in managing climate change issues at the local and regional government levels.
